I have a polished concrete floor about 9 years old but it is starting to look dull and tired. Can the surface be re-polished or buffed to give it more life?

Polished Concrete floors should require very little maintenance if done correctly. Please see our maintenance sheet for Polished Concrete floors. 

If your floor was actually finished with a sealer (and is therefore not polished concrete) then the floor can either be resealed or full concrete polishing can be undertaken.
